Professor Rufin-Willy Mantsié received his Ph.D. ( Nouveau Régime) in Economics , focused on Finance and Economics institutions at the University of Aix -Marseille III ,which became University Paul Cézanne, in France . Lecturer at the Faculty of Economics of the University Marien Ngouabi Brazzaville, Republic of Congo , he was appointed head of the Department of Financial Economics in March 2004 and Vice- Dean in February 2006 until March 2014. His experiences in financial institutions such as the IMF and BEAC enabled him to strengthen his capabilities in economics and finance. He worked as a consultant for major international institutions like the World Bank, UNDP and FAO.

He is the author of several publications in journals Scientific Committee, the most recent are: ‘’In search of inflation rate compatible with growth target in CEMAC countries’ ‘Brussels Economic Review(3)55 and ‘’Crise financière et paradoxe libéral’’ Géostratégie Africaine n°32,
